If it is that persistant and bumpy it could very well be yeast. Put some "Lotrimin AF" or "Micatin" cream on it twice a day. (You can fine these in the foot care section, they are antifungals). Works great. You might try using cloth dipes until it clears, as they breathe and don't contain chemicals. Put him in the tub and let him run around naked afterward and air out.
