Don't give up! Go see a specialist on tongue ties like the previous poster said. I know it is exhausting trying to find people to help, but it will pay off. 
I just wanted to add a point to the discussion of the state not being able to take a child because he/she does not have a birth certificate. I don't think that is correct. When illegal immigrants are arrested, their children are taken by CPS. I am referring to children not born in the US, so no BC or SSN. 
I know a midwife who has a detached room in her house that clients can give birth in if they need a place. Like the other poster said, you never know until you explain your situation. Good luck!
