I wonder why that would happen, and who is paying the cost of the operation if the parents aren't relinquishing custody.  Would state medical insurance pay for a circumcision in that case?

I would think when you start to feel uncomfortable about it would be where you draw the line, but I can see how it might feel a little nebulous. 

I think some itchiness with healing is normal, but if it starts to hurt or feel swollen in the site where the stitches are, there could be a possible infection.
