It is not the norm here, but once my younger DD was about 18 months or so, I stopped bringing her. She was just too loud and too disruptive for *my* comfort. But the school has no policy.
If she likes "naughty" kids, she might like the Sister Magic series. The younger sister is magical and the older one is always trying to protect her secret/getting her out of scrapes, etc.
