Right! And who is to blame for that?

Someone is carry a huge burden of guilt for what happened. Rightly so!

I wonder who is looking in the mirror each morning realizing s/he is the betrayer of trusting parents and that s/he sold millions of kids for personal gain.

I read "A Stolen Life" by Marge Grant. It holds the answer.
