You can always talk to a leader at a meeting as well.

I heard that WIC has "peer counselors" does any one know where these people get their start?

They are mothers who have been on WIC themselves. If you are on WIC and interested in being a peer counselor then you will need to contact your local WIC office to find out if they need more counselors.
