Yes, it is very scratchy to me, too. I only use it for felting. I once made a soaker from it, which dd didnn't mind since the big ol' prefold covered every inch of skin the soaker neared.
That said, I would not want a hat form it. How about a little clutch, phone cozy, or felted bowl?

I'm doing the chickadee cowl - the Noro is actually making it striped, not mottled like in the example in the pattern

The capelet i made is the first think i ever made with Noro - and i've not yet washed it (I didn't even block it, actually), but it softened up pretty quickly from just being worn a few times. The shop had a sample knit up with the silk Noro, and it was defeinitly softer than the pure wool. I like the texture, and the varigated thickness. Not to mention the lush colors. DH bought me these rolls - his first time ever going to a yarn shop - and he picked perfectly. I say i'm knitting this cowl for my MIL...but may end up keeping it. Or, since I have a piece in the same yarn, I may go get another ball in a different color way and make another cowl for myself.
