Tassles for scarves?

I've made my two older kids Hat/mitts/scarf sets from a learn to knit kit I bought at Michael's that came with a few patterns. Well, to make the tassles or fringe for the scarf, it says you need some kind of trim tool and I have been checking various Michaels for this thing for over a year and can't find it. Is there another way to do this?

I just wrap yarn around a piece of cardboard that is the length that I want. I wrap until I have desired thickness then cut through one side of yarn. I gather the top and using a crochet hook pull through holes at end of scarf.

You could also google "making tassels video" and find some on youtube or similar. You'll also find tassle making for burlesque too
