I've always had stringy, unbrushed-looking hair and I'd like to do something about it!!!

My story:
Fine hair
Always looks tangled five minutes after I brush it- stringy, kinda frizzy
I have been shampoo-free for.... 14(?) months, and my hair is healthier and shinier than ever. However, it still looks stringy and unbrushed.
I was water-only for a few months, but my hair became impossible to brush and I ripped large clumps out several times a day. So I went back to 1/2c white vinegar 1/2 c water to wash once a week, and a little bit of coconut oil rubbed in to condition. Much, much softer and nicer, easier to brush (I need to use a little bit more oil, I can feel that it's a little dry right now). However, it still looks a little ratty, and it's embarrassing to wear it down in public, unless I'm only out for an hour or so and I brush it right before I get out of the car.
I use a boar bristle brush and a wide-tooth plastic comb. I have looked for a wooden comb at the local stores (grocery and big box stores)around here and can't find one. I would like one and a wooden bristle brush!!
My father's side of the family has infamously thin hair and all my aunts on that side have short hair. (my brother got my mom's side's thick locks )
Any ideas how to make my hair look consistently brushed? Anyone use essential oils, or... I can't even think of anything. I love having long hair, when I was younger everyone mistook me for a boy because my family always cut it really short , so I would hate to just cut it.
I need help!

Fine hair lacks moisture much more often than thicker hair. I'd definitely try conditioner only method if I was you (and clarify if you need with SLS free poo). Do you use high quality conditioner? Oil is not enough. It should be used to seal in moisture after using a conditioner.

Oh, BTW ACV can be drying - the recommened ratio is 1:10 or 1:12 for dry hair. Some people use even less.
