I'm really testing myself trying to get these finished to send to my SIL this Sunday. I don't understand the thumb instructions

I've k7 using waste yarn.
Now, am I putting the 7 waste yarn stitches back onto the left needle and knitting them with the working yarn, or am I putting the "real" stitch that I knit the waste yarn into and re-knitting that exact same stitch??
Did that make sense?
