this is obviously a question only you can answer for yourself, but for me, i know that something is clutter when i'm constantly "tripping over it". in other words, if it seems that i'm just shuffling it back and forth to different spots then it becomes "clutter" to me and i get rid of it.
i think i'm the one with the dining room decorated for the seasons.......which i love to do.

but i only decorate with things that are meaningful to me. for instance, the department 56 village that we put out at christmas....... my mom started me on that collection when i was in college. she has the "dicken's village" and we put it out every year growing up. so she took my love of nyc and found the "christmas in the city" series and started buying me a building every few years so i could have a "little bit of my childhood christmas" when i left home. then when i got married she bought us a couple more buildings the first few christmases and now my hubby and i occasionally pick up one that we just MUST have.....right now we're on the lookout for the next cathedral. it's become a tradition carried over from childhood and i've been collecting them now for a good 15+ years.
i would never just go out and slap something like that together. so for us, it's definitely NOT clutter, but rather a tradition we are passing on to our children. and one we all really enjoy!
just an example. don't mind the lady blabbering. lol!
