can you make fleece more waterproof?

I don't have the maiden mills kind. I don't know what it is, I bought it at our thrifty fabric store before I knew there were different kinds. Now, dd is outgrowing her covers, money is tight. . . is there something I can do to make the fleece I have work? I've read to wash with fabric softener, but as we have hard water and buildup problems as it is, I don't think I want to try that.

You can actually spray on the stuff that you put on coats to help them be more waterproof- we had some for one of dh's coat's and used it on a diaper that kept leaking years ago for dd. It would work for a while, and then not.

Also- if you make the cover 2 layers thick- that maybe good enough.
