Df's foreskin does not always cover the head totally? He says it does very rarely. Also should he try some restoration techniques to make it longer to cover?

hhmmm...means he has a short foreskin. If it covers enough to protect the glans from irritation, I wouldn't recommend all the work involved in restoration.
My DH just found out he's "partially circ'd" after a lifetime of thinking he's intact. His foreskin is a little short, but I don't see anything to be gained by restoring in his case. My limited understanding is the guys who get the most benefit have very tight circs to start with.

Just means he has a shorter foreskin. Gentle tugging might help it lengthen if he would prefer that it covered completely. Foreskins come in all different lengths, this is normal.

From talking to such men I've helped restore, it looks lke a common consequence of early retraction (either forced, or from automanipulation). Or it could just be in his DNA.

Restoring is totally worthwhile and possible for anyone who wants more coverage or slack. If he doesn't care and intimacy is good, don't bug him.

he is very into my research and agrees whole-heartedly about circing so he said if I wanted him to restore a little he would.

He ha some traumatic experiences as a young child and I believe his foreskin was seperated too much and too soon. He looked into foreskin restoration for his son already and completely on his own so he is open.
