It's not an outbreak in the way WE think of the word. But this is the highest number of cases since 1992 (10 cases) or 1994 (4 cases). Average in that state is around 2 since 1992.
So if you were tracking diseases and your averages for 16 years is 2 and suddenly there is a jump to 5, it would raise questions.
Here is some more data and specifics from the CDC. Unfortunately, the way I am reading the report, they are concerned that this "jump" in cases is due to the vaccine shortage.
