Hey Alice! It's Becks from Babycenter!
My first thought was, do you/will you still have family in Ontario? Would it be possible to come to Ontario for the birth itself, while getting your prenatal care from a midwife-friendly care provider in PEI? I'm sure it would be possible to spend at least a few weeks before and after in Ontario, have a bit of a 'baby holiday' and go home with your little one. Especially if you arranged in advance for your provider to transfer your files at a certain point, and then have a wife available for the last weeks of prenatal, the birth, and for a couple of weeks of checkups afterwards.
Might be a bit complicated but if you're dead set on a homebirth, it may be one way to do it. It wouldn't even have to be Ontario (if you found it was too far to travel, what about a regulated province nearer to your PEI home?)

Hi there Becks!
That's a great thought, but the only family I have in Ontario wouldn't be people whose house I'd want to have a baby in. I'd really have to feel comfortable in a place, otherwise it almost may as well be a hospital. My parents are in Quebec, so that could work, but I'm kind of hoping that if we did move they'd move with us. My brother and his wife live in NS which is also a non-midwife province, so that wouldn't work either.
It's all in theory at this point, so nothing's set in stone.
