I'm not sure even if you should say that you have it completed. It might smell "amateur"? I don't know. I'd like to hear what others think.

I'd say spray on the confidence and just submit the query letter and hold onto the entire article for when they ask for it, of course giving some lag time

research the magazines that you feel would be a good fit for your article. By hunting around their websites you should be able to find their writer's guidelines. You never know, you may be able to find a suitable publication that will accept unsolicited articles. But if they all say to query first, then by all means do just that. And don't mention that you've written the piece, just try to sell them on the idea of your article.
