That depends on what you're paying for. If you're paying to have someone edit your meta keyword and description tags, then no.
If you're paying for someone to do keyword research, add quality and optimized content to your site, make your site more search engine friendly (using tactics approved by the search engines) and plug you into various marketing techniques that have a side-benefit of improving your SEO, then yes.
There are reputable companies out there. But you'll need to learn how to spot them.

The only time I'd pay for SEO is if it means coding your site to be SEO friendly. (proper coding, metas, good linking between pages, ability to do photo alt tags etc) But to have some one do search engine submitting or link farming, NO WAY. Most places that charge for SEO are really just a rip off or do it by not so honorable methods that could get your site black listed.
You can do SEO yourself, its actually very easy. It just takes time to see any changes. I'll pm you an article about SEO that may help you understand the whole process, its geared towards WAHM perspective.

No. You can do your own SEO. More pages you have, more contents you have with relevant keywords, you will do better in SEO. I noticed that more products I offer, more contents I write, more traffic I get.
