What is a public day-care?

What makes a day-care public or private? Under the Nebraska law for vaccines, it says that public day-cares must accept religious vaccine exemptions, but private day-cares may refuse them. So what makes a day-care either public or private?

"Public" means they accept government money. I think that federal law mandates all daycares and schools that accept any government money (grants, scholarships, lunch, etc.) to accept any exemptions offered by the state the daycare is in.
