I need help with a pattern please

I am knitting a baby overall. The pattern says to start from the crotch area. Here is what it says:

Beg at crotch with MC, cast on 2 sts. Working in garter st, [inc 1 st at each end of needle every other row] 7 times - 16 sts.

Now further it gets a bit confusing for me...

Continue to inc at left edge as established, at the same time, [dec 1 st every other row at right edge] 3 times.

1st question, after I finish with my last row where I increased and finally got 16 sts, should I knot another row before I begin the row where I inc at left edge?
2nd question, do I start with inc row or dec row? Or do I do them both in 1 row and then just knot one row?
3rd question, after I do the dec 3 tmes do I knot one regular row before I begin the following?:

Inc on both edges every other row as before until there are 55 sts.

I hope someone can help me out.

the way I read it, you're just replacing your increase on the right edge with a decrease instead.
so in answer to your questions:
1) yes, knit a row after your final increase row before you begin the "inc 1 at left edge, dec. 1 st at right edge" row"
2) knit them both in one row, then do a plain knit row
3) yes, after the decrease row, knit one regular row before you begin inc 1 on every edge again.
