Oh, I'm not trying to justify the state's actions, just that they can't not collect the owed taxes, because that's their only hope for paying out owed refunds I would imagine.

It's crazy though. If a person takes out a loan and can't pay it back, the bank won't just say "well, just give us an IOU". They don't care if you spent it on something frivolous or really what you spent it on at all. I mean you can sometimes (rarely) get help if you prove to them that you're in real hardship, but it's not easy to do that from what I hear.

You can't trust the banks, or the state now either. It's just yucky. And I'm not even in the US, I can only imagine how upset you guys are about this!
