Newborn tetnus vax??

I keep seeing the diaper commercials on tv about buy X diapers and provide a vax to save a newborn from tetnus.

I know about the DTaP of course given the first time at 2 months so what are they talking about?

Another question is how does a newborn get tetnus?

Of course, give the baby the tetanus shot. It's 100% effective to induce tetanus.

From what I understand, newborns get tetanus from the practice of packing the cord site with dung/dung-infused soil. What gets me is the belief that it's just easier and cheaper to give everyone shots than to spend the money on education programs and post-natal care. It's almost like saying, "it's not worth it to educate you on this, just line up for a shot instead." But then after reading about how drug companies operate with their trials in the developing world (lack of informed consent, translation issues etc.), it's not a surprise.
