Wrong Diagnosis has really bad info about phimosis on its website. It's down near the bottom and says "the condition often resolves in newborns by age 6 months." They also list watchful waiting and circumcision as the only treatments. I used their feedback page to let them know about the real age of retraction (I even sent them the AAP for "official" backing) and about other treatments like stretching, steroid ointment, and preputioplasty.
Please email them and let them know that their page is giving incorrect info that could lead to unnecessary surgery on infants and children. Maybe if enough people email them, they'll fix it.
