It's always unsettling to have someone say anything negative no matter how much nursing in public experience we have I'm so glad to hear that you're going to write a letter and advocate for future mamas. It's amazing what a thoughtful, respectful, on-point letter/contact can do We've had quite a few incidents in my local area, and 9 times out of 10, it's been a "rogue" employee who has taken things into their own hands rather than enforcing an actual company policy. Either way, contacting the management can be really effective, if nothing else other than forcing them to confront the state laws and acknowledging their policies need to be outlined to prevent future issues.
