Darn, I didn't know they already had a superhero. I must say, with all due respect, that their super hero looks a teensy bit...generic. He needs flash! Pizazz! A unique identity!
Like Ron Low and others have said, it would be a great way to get the word out if someone would do a video on it and post it to youtube. My digital camera is ancient and is not good at video, although I could shoot something outside and it would show up. Inside it's too dark, even with all the lights on.
I love the suggestions!! I think that Ron's idea that he (or she?) have a hood and you don't really know the sex (or the intact or circ status of this superhero) is a good idea. A hood is not as suggestive as a turtleneck.

Whoever the superhero is, they would have to have psychic powers/ESP and premonitions to catch circumcisers before they cause the baby harm. The superhero could also have a shield or a weapon, maybe call it the "Intellator" to force the doctor and or parents to see the light, combating their ignorance and misinformation on the subject at hand.
Maybe the superhero could also have a pet, that would distract the doctor from performing the circ, I don't know.
Oh, and the superhero would need x ray vision (of course), to find which room the baby was in.
Perspective, you got a great comment here, that is right on! (sorry I could never figure out how to multi quote):
But I think we are getting off message. I think the WHOLE point to a character like this is not "This Superhero will protect babies because," he's intact, or because he's circumcised, or because she is a she. It does not matter what is going on in the superhero's pants, the whole point is the message that EVERYONE should be fighting against this, and superhero's represent the most moralistic versions of ourselves. If this hero is fighting for this cause, so should we, no matter if we are male, or female, circed or intact. This should be EVERYONES cause. And if a comic like this was ever created this should be the message that readers take away.
