At what age do they use general anesthisia?

I ask because we have friends who had a baby boy on February 12th, and despite all the education and convincing we tried they still planned to circ. I had assumed they had done it already but when they visited tonight baby was still intact. Dh had talked to the husband last week and they were still planning on it but he didn't say when. They have seen their ped. twice since they left the hospital. I am wondering if there insurance doesn't cover it and they are having to save up money to do it. Just wondering at what point they would have to put the baby under general anesthesia to perform the circ. It just kills me that we couldn't convince them and now here they are with a perfectly healthy 3 week old, I am hoping the anesthesia thing may stop them.
