My 7-week-old likes to be carried, but she hates the cradle and snuggle holds except if she's eating or sleeping. She's a very active, independent little spirit, and she likes to be able to sit up, wiggle, and look around, but her head is still pretty wobbly. Any recommendations for carriers and hold positions?

I think a two-shouldered carrier, where she can be in an upright, tummy to tummy position, is your best bet. You get the max use of your hands and she gets to see the world (and exercise those neck muscles!)
A stretchy wrap is an inexpensive option and easy and comfy to use, plus very poppable. More expensive, but also longer-lasting because you can do back carries, is a mei tai. I prefer tall-bodied ones for newborns. A buckle carrier can be a good option too -- my fave for newborns (and transitioning as baby grows) is the Pikkolo.
All of these will have enough support to catch her head so it's not flopping backwards. Don't be afraid to let her head wobble a little, as that's how she gets exercise and gets stronger.
