Yes, they can legally tell you NO because you don't have a protected right to pierce the ears of your daughter. But, I would question a manager about what exactly is the policy and if you can sign a liability waiver.

My last piercing (belly) was done when I was 17, so 12 years ago, and was done at a studio and there was no question of vaccines at all. Perhaps things have changed since then but that just strikes me as weird. (What about Hep C??? They don't vax kids for that.)

I remember my Mom piercing all of the neighborhood girl's ears (with parent permission, of course) using a sewing needle and an ice cube. That is one of my earliest memories as a child.

we had to sign that she s received the hep b shot, i think all it is for them that you cant get back at them. so we just said yes.
i never got the hep b shot ( isnt mendatory in germany) and i ve got my ears pierced a couple times.
