Massachusetts law...

I'm having trouble figuring out Massachusetts law...can anyone help clarify things a bit?

I'm hoping to homeschool my daughter when she is a bit older (she's only 3.5 now), but the law is completely confusing to me.

Is it as difficult as it seems?
