Kinda weird though we were in the city about 15 mins from our place and we saw a women in a cape dress but her hair was down and no covering at all... I am curious as to know why she might have worn a cape dress.. (yes i am nosey).

It always seems to me that modestly is an interior virtue more than an exterior one. A woman in a rain forest with no clothes on can be more modest than a lady fully covered with only her eyes showing, depending on their attitudes and purposes. Cultural expectations play a role too of course!

Well, my Episcopalian mother expended a lot of energy trying to persuade me to obtain or make cape dresses right after dd was born because the modified ones are so convenient for nursing. I wasn't sure where she was going with that idea... I'm not the plain-dressing sort, and I live in an area with lots of Mennonites so I obviously didn't want to send the wrong message. I preferred the clothes I already had anyway.

There are a lot of women who want to be modest, but don't necessarily believe in the headcovering. Cape dresses and cape-dress patterns are pretty popular on "modest clothing" websites.
