Zoster and Pneumococcal not covered by the Vaccine Injury Compensation Program?

Am I reading this right? This is an asterisk beside all but those two vaccines, in little print it says *covered by Vaccine Injury Compensation Program. Is this information only pertinent to adults who receive these vaccines or children too? If damage is suffered from one of them is there no recourse at all?

If it isn't covered by the program, then you can sue for damages directly against the manufacturer.

That is why the Lyme vaccine went off the market. They were being sued to shreds.

Maybe if they're not covered by the Vaccine Injury Compensation Program then people can have normal legal recourse, in a normal court?
