You could probably use a different cast on and then pick up the stitches but you wouldn't get that lovely strip of lacey cuff above the ruffles. I'd look up some YouTube videos and try to learn that particular skill. The pants are gorgeous. Chain stitch is super easy! It's the only part of crocheting I know how to do and I learned how to do it in 15 minutes on Youtube.

You need the crochet provisional cast on so you can graft the legs to the waist/butt/crotch. If you don't use a crochet cast on you would knit the body first then hold the leg stitches off on waste yarn and knit each leg. Which is how I would do it, since otherwise you are doing a lot of grafting in an obvious place. I am actually not sure why the pattern doesn't call for this in the first place.

Yes, turn them round and knit them from the waistband downwards.

YOu can use one of the other provisional cast ons. The easiest IMO is to just knit a couple of rows with waste yarn and then switch to your project yarn.

The legs are not grafted onto the body of the pants. The provisional is used for the ruffle.

That's not how I read it. I read that the legs are knit down to include the ruffle at the cuff, then the provisional cast on is undone, and the body is knit up from those new live stitches.

YOu knit both legs from the provisional up and then join them together at the crotch and knit the body of the pants. Then you go back and undo the prov on one leg and work down the ruffle.

The only grafting is 16 stitches for the crotch seam.

You should totally learn the provisional cast on. There are lots of fun provisional cast-ons out there and they are great to know. What did you decide to do?
