question about snaps on diapers

If I have someone add snaps to some diapers and trainers I am making, at what point in the process are they added?

Wing snaps go on right at the end (last step). The other snaps depend on what kind of diaper you are making but if there are going to be two layers you want them between the layers... so before you sew them together.

(I once had a job as a diaper snapper)
