I always thought of this area as medium COL, but turns out, our prices are really, really good. Lots of my choices are because we are picky, picky, picky. 
Bread--$2.50/loaf for regular, Earth Grain, 100% whole wheat type
Milk--$2.50/gal for hormone free, $5/gal for organic
Cheese--$3.50/lb for regular. Very occasionally $2.50/lb. No difference in shredded/chunk prices. I buy chunk cause we like it better. I don't like the texture of pre-shredded.
Yogurt--$3/quart organic plain. We don't do artificial sweeteners, and there isn't a lot of choice is flavors with real sugar, so it's easier to add jam. Can feed it to the baby, too, or use it for raita/tzatziki, as well.
Diapers--we use some sposies, but I buy the generics, at around $6 for 40ish, and I only need 1 pack/month. Wipes--maybe $7 for a huge once a year purchase of those (mostly use cloth)
I agree that if you are including $200+ worth of diapers a month, plus not really watching sales, then $700 is GREAT.
