How Do I Get Her Attention?

DD is 3 years and 2 months. When she is doing something she shouldn't be, and I get down to her level to talk to her about it, she freaks out. She won't sit still. She won't look at me in the eyes. She will scream and try to get away if I try to hold her.

I don't yell at her. I use a calm voice. I try to keep my explanations brief so she can get back to play. What am I doing wrong? How do I get her attention so we can talk?

When I remember to wisper in her ear- it usually works. But I only seem to remember about half the time.

That's what I did when my dd was 3, I whispered in her ear. I didn't do it all the time, though, because I was afraid it would lose its effectiveness but it usually worked.
