misinterpetation?

I have a very nice neighbour whom I have spoken to several times about our birth experiences. She speaks english perfectly but it is not her first language.
When we have spoken she said that she had to be induced at 38 weeks because they could see the babies heartbeat but not the baby breathing?!
This has been bothering me for sometime.
My first thought is that babies don't breathe in utero but I would never want to say anything to her. She ended up with a c-section after 17 hours of pitocin labor, AROM, an overzealous epi that she said she couldn't breathe.
She had a repeat c-sec with her second out of fear.
She has been very respectful of my birhting chioces and I wouldn't want to say anything to make her unintentionally feel badly.
Just really curious if maybe she misinterperted the not breathing for something else.

Yep, its a sign that the baby isn't ready to come out yet.

Babies do practice breathing while they are in utero. If a baby is not doing this on an ultrasound, it can be an early sign that baby is not thriving in utero. Later signs of course include reduction of movement. It can be sign that baby would do better on the outside than on the inside.

One of the things they score on a biophysical profile is whether the baby is doing breathing movements. If baby still is, it's too early to come out. Probaby they just saw that her baby wasn't doing that anymore and used it as evidence that the baby was ready to come out.
