What does the friend that stayed with the dogs have to say about what they ate during the time he/she was watching them?? Were the dogs ever left alone during that time?
Creep or not, I would not confront the neighbor. You have absolutely no proof that the neighbor did anything to your dog(s). What good would it do to speak with him (except to antagonize him and cause more calls to animal control about your remaining dog)??
How do you know this? Did you contact them and ask? Maybe they told the guy, the last time he called, to stop calling.
Has he called about any of the other dogs in the neighborhood? You say he lives 2 houses away. What do the neighbors that live between you and he have to say about all this? Do they have dogs, as well? Have you spoken with them?
Playing the devil's advocate, I feel for the neighbors of dogs that bark. It may not seem like "THAT MUCH" barking to you, but it may be driving other people batty! We have neighbors up the hill from us with a huge dog that barks at ANY sound it hears. Day & night. Their comment, when we call and complain? "Oh, remember, he IS a guard dog for the alpacas!"
A guard dog they keep chained. They don't even respond to his barks to see what is causing them. Hell, a cougar army could step into their corral and eat the entire herd and the dog couldn't even get a bite in before being devoured himself (a dream of mine).
We're in the county (rural area) and animal control has no power out here. So, our only option is to phone them every time the dog barks for more than 5 minutes. This happens regularly, every single night, and the sound comes straight down the hill to our house. It's made for bad feeling between us, but so be it.
We are trying to sell my late Dad's house. The home next door has three little chihuahua dogs that bark at anybody and everybody, non-stop, that walks in front of the houses or comes to Dad's front porch or around the backyard or on his deck. I am going to have to lie to the realtor and tell her to inform prospective buyers that the dogs don't bark once they know you. They haven't stopped barking in the 8 years they've lived next door to Dad.
: I know their disappearance wouldn't bother anyone in the surrounding houses.
Our two dogs used to eat toadstools in our yard (despite Mom's continual maintenance) and got terribly sick from those (3-day vet trips, as well). You'd think the animals would learn, but they liked those toadstools............

First of all, I am so sorry for your loss.
Second of all, I would probably contact Animal Control and tell them rather than confront the guy. There is probably nothing that can be done, but perhaps just having it on record will help. Also, since this guy is questionable, I would not feel comfortable confronting him about something like this, especially with no direct proof.
It's good that you're moving. I would watch my pup very closely over the next month.
