Can not post a reply to thread

I just tried to reply to a thread I posted in and the quote tags are gone as well as the post a reply tabs it says this down at the bottom under posting rules.

You may edit your posts

I can start a new topic though thank goodness or I couldnt eve post this.

This is a new one for me can you please fix it? I deleted my cookies and logged in again but still getting the same message.

Did you clear your cache?

That often helps with this issue
