Tomato seedlings stagnant

This is the first time I am trying to grow tomatoes from seed. I have some heirloom ones that I really want to grow, but it seems that they are not growing too well. Most seedlings are between one and two inches tall (and have been for a while), and some have a second set of leaves. They are in the window sill. I spray water on them as soon as I see that the soil is drying out (2-3 times per day). They are one month old, zone 8a. Weather: some sunny days, some rainy days. Any suggestions?

I had the same problem with my tomato seedlings. I decided to harden them off and plant them out even though they were so tiny. And lo and behold ~ they grew! It couldn't hurt to try them outside now.

Buy a shop light with a fluorescent bulb. You can grow seedlings in a sunny window but they will either be stunted or long and spindly. Shop lights are cheap and you can adjust them so they hang within an inch or two from the top of your plants.

I was also going to say that they need better light.

I would get them in the ground asap.
I amended my tomato bed with blood meal and bone meal prior to planting and everything is doing great. I even started some seeds straight in the ground and those are probably close to three feet tall already.
