if I pick the thick stocks of rhubard now do the smaller, thinner ones have a better chance at getting bigger? or do I have to harvest the stocks all at once?

You don't have to harvest them all at once. You can just pick the ones you want to use, and leave the rest to grow. Yumm!

I've read you can harvest up to half of what's there at once. I like the thinner stalks, I think they taste better. Depends how old your rhubarb is too - at least in my experience, once they are a couple years old, you pretty much can't kill them .
