the states without medicare/medicaid coverage for are circumcision california, oregon, north dakota, mississippi, nevada, washington, missouri, arizona, north carolina, montana, utah, florida, maine, louisiana, idaho and minnesota. if all states dropped coverage, the national rate would probably go down to around 35%. some hospitals do not peform non-medically necessary circumcisions. most private insurance companies do not cover circumcision and declare it "cosmetic." not to generalize, but people with lower incomes are usually minorities that come from places where circumcision is not routine. ( i got the list of states from an article trying to scare people saying that if all states got rid of coverage then aids/hiv and STD prevalence would increase

why don't people look at the hiv and STD statistics for the US? the rate is VERY HIGH compared to other developed countries.)
