the good news is that universal healthcare is looking like it's going to happen! i think that once insurance companies in the US declared circumcision "cosmetic" it did a disservice because then people started to think that if they did not circumcise, it would look like they were not well off or did not have money...or looked down upon some other way.

Considering that this is still covered by medicare in most states, I doubt that universal health care will make any difference. This country and the doctors and parents that live in it are far to immersed in this practice to let a little thing like $ stop them from carving up babies...I think too many of them enjoy it.

the states without medicare/medicaid coverage for are circumcision california, oregon, north dakota, mississippi, nevada, washington, missouri, arizona, north carolina, montana, utah, florida, maine, louisiana, idaho and minnesota. if all states dropped coverage, the national rate would probably go down to around 35%. some hospitals do not peform non-medically necessary circumcisions. most private insurance companies do not cover circumcision and declare it "cosmetic." not to generalize, but people with lower incomes are usually minorities that come from places where circumcision is not routine. ( i got the list of states from an article trying to scare people saying that if all states got rid of coverage then aids/hiv and STD prevalence would increase why don't people look at the hiv and STD statistics for the US? the rate is VERY HIGH compared to other developed countries.)
