Balcony Garden funky little green spores in soil

Hey there guys, fellow mommas, ladies, what have you. I am new here, and I am not sure if I am posting this in the right spot or doing this right. So feel free to tell me if I am in the wrong spot

Anyway, so my husband, 7 month Old, and My self have recently moved into a new little apartment. It has a large balcony which is something we have both always wanted in an apartment because we have both always wanted to have a garden. THERE ARE WEIRD TINY LITTLE ROUNDISH BALLS near my colifower starts, and near my peas. I think that they are caterpiller eggs. I dont want to hurt them, but I dont want them eating up our little crop. Should I just fling them out? Can I put a few in a glass jar with some grass maybe and watch them grow? Or is that odd? lol. Is there a tree nearby? Our tree (and I don't know what kind it is), drops tiny little green balls (seeds?) this time of year. They are about the same size as aphids.

Have the balls been there for awhile? Or did they just appear? Is there any chance they might be fertilizer that was mixed in with the soil in the container or the soil the starts were grown in?
