Natural laundry whitener/brightener

I can't seem to keep our white clothes looking nice. Our socks and underwear just look dingy after a little while and washing doesn't seem to take out any stains. We use the powder Biokleen and cold water for just about everything except diapers and towels (for which we use hot water).

I do not want to use bleach but I REALLY want to have socks that don't look like we've been walking outside in them all day. Also, any ideas for natural stain removal would be appreciated--I have a two year old and it seems we get a food stain or crayon or pen marks on just about everything after a few wears.

Suggestions?

We use Bacout for stains.
Borax for anything that is oily.
I think oxygen bleach is safe like oxy clean but I'm not 100% sure. Either way it does whiten and it is not bleach!
Vinegar in the rinse cycle to make sure everything is rinsed out real well.
