Help something is eating my tomatos.

This is my first year doing a garden and something is damaging my tomatos and rhubarb.
The tomatos have whiteish colored dots all over the leaves.
Something is actually munching on my rhubarb, whole hunks of the leaves are gone.
What can I do with this?

I found the culprits.
Tiny little black beetles,I don't know what they are or how to get rid of them.
Please help.

Oh no! Aside from picking them off, I don't know what to tell you. I'm sure someone on here will have some good advice/experience. Last year, I had this crazy caterpillar with wasp eggs all over it that was chomping on my green zebras. Not fun.
