ok, the info is here somewhere, I'll try to help you find it. In the meantime, do a search on "exemption". I know trabot had a thread with info for all 50 states, so it is probably in the archives.
But here's the nuts and bolts of what you really need (I'm in VA too and we'll be homeschooling next year):
VA has a religious exemption (I think all 50 states have at least the religious exemption). Not sure what your religion is, but they can't ask you anyway. So...if to not vax is part of your "beliefs" then you have a religious exemption too. Get it?
Also, the VA department of health has a general exemption form you can fill out and submit when you submit your papers to the VA department of education.
Sorry no links with this response...I'm getting ready to head out the door. I'll come back later and post them if you haven't found them on your own.

well of course, some religious folks consider "secular humanism" and "atheism" to be religions...so the line between "philosophy" and "religion" is very flexible. Call it religious and it's religious. Just come up with some speech...they can't require you be in some sort of recognized church or sect, but some states say thing like "bona fide" or "sincere". I'd say something like "we consider our reglious beliefs to be an intensely personal matter that we take very seriously, and they do not permit vaccinations" if I were asked.
