This is going to make things worse.

The west has had a tradition of making sloppy, culturally biased moves to "help" different parts of Africa, moves that in the end have caused more problems then solutions. (Starting with the events that took place during colonialization of Africa by European nations)

So really this does not surprise me. People want to help, unfortunatly its not those with the smartest minds that make these moves, but the ones with the most money or power. Power without wisdom can be a very dangerous thing. Its sad, it wont be years from now until people in the west will realize the harm they did. But its seems to be a endless cycle.
