I don't know exactly WHEN it was revised, but I FINALLY found out HOW it was revised! Although I was hoping for a page direct from the WHO (I am not sure they even have one up - they probably don't!), this was good enough for me:

So basically what this means is that any "pandemic" the WHO declares from this point on (unless they change their "definition" again) is pretty much meaningless. I don't know about anyone else, but I'm just not inclined to run around in fear from a disease that does not have a high morbidity and mortality rate! The fact there are talks of mandating this vaccine for this flu scares me more than anything else, and I have to wonder, "WHY?!?"
