Viltex baby dry multi use fabric?

I heard you can find white PUL at Hancocks, and I can find it online at Hancocks, but when I called my local store to see if they stocked it, they said they didn't have it, but did carry Viltex Baby Dry.

Anyone know what this is good for? It says it's 3% polyurethane, but the PUL they have online is like 45% polyurethane. So is this stuff supposed to be semi waterproof? Water resistant? I was looking for something to make a waterproof layer for some mama cloth, this probably won't work, but now I'm curious as to what it is good for...

How did you even find PUL online at hancocks? I looked and done see it anywhere... I wouldn't mind ordering online, got a link?

Oh and sorry but I have no answer to your viltex question but am also interested as I just had a failed attempt at making a liner out of ripstop nylon... bummer it sorta seeps the moisture...
