Lining a skirt

If I'm making a skirt that I'd like to line (I hate those tiny elastic waistbands on slips) can I just take a slip, cut the waistband off, and sew it in there?

Just make 2 skirts--one from lining fabric and one from the fashion fabric. Sew them separately and join at the waistband with wrong sides facing each other. Hem the lining about 1" shorter than the skirt. And it can be machine hemmed instead of by hand. I hand stitch the lining around the zipper.

I just made my sister (leaving for the Peace Corps to a Muslim country) two ankle-length skirts like sewchristy suggests - I laid the lining fabric directly under the skirt fabric, cut it all out together, then sewed the lining together like the skirt, and the skirt together - joined the two at the waistline. If there is a yoke, you can join them at the yoke instead of sewing two separate yokes as well ....

If you want the tricot lining that typical slips have, you can either purchase a slip and use it (attach the same way, as you suggest in your OP) or you can purchase tricot at the fabric store and do it that way. IMO, the same-pattern lining is ideal; but your method could work for you if you'd like to try it.
