I agree, that water really won't get it clean enough...especially with poopy diapers...just do a smell test, if you dare! I always use something with my wet wipes, like a spray, to get it nice and fresh to the nose!

Always used just plain warm water, in a pump thermos.

Just saw this post...

I keep the water in a pump thermos beside the changing table. Keeps it warm for up to two days. Just squirt a little on a wipe, good to go. That way they aren't soaking, but it's warm and right there. Could be worth a try for you.
