I wonder if it's possible to turn this person in to some sort of authorities??? Afterall, it's illegal to litter. I would think dumping cats would have to be illegal as well. When I have seen ignorant posts, I have sent an e-mail back to the person with suggestions of what else to do and basically to let them know someone else is paying attention. With situations like this, I always hope the person doesn't have kids. Can't imagine how the kids are treated. Idiots!
